Executive Director
Allan Cain, a specialist in project planning, urban development, low-cost housing and settlements upgrading, co-founded the Development Workshop in 1973. During his thirty-five year experience in developing countries, he has carried out projects in community construction, school planning, local government participation, and in the strengthening of civil society institutions. The honorary Canadian Consul in Angola, Mr. Cain has received various awards from both Canadian and Angolan governments for his efforts and leadership in social development programmes, human rights, and the environment.

Author of several industry journal (and) papers, Mr. Cain has also consulted for various organisations (NGOs) including UNDP, Habitat, World Bank, European Commission, and the Canadian International Development Agency, among others.

Mr. Cain has two children and lives in Luanda, Angola with his wife, Julia.

 

Country Programme Manager
An expert in capacity building, Fabrice Beutler joined Development Workshop in 2005 with twenty years experience in health and development work.

Mr. Beutler has led and consulted on projects ranging from local health initiatives to participatory planning, predominantly in the extremely poor and war-torn countries of Africa. He has evaluated viability of programme with Christian Aid, CortAid, Save the Children, Médecins du Monde, and ICRC (International Committee of the Red Cross), and has implemented various successful programmes in the areas of health (HIV / Aids), food security, education and civil society.

A mathematician by trade, Mr. Beutler currently resides in Luanda, Angola, with his wife and three children.

 

An active player in Angolan civil society during and post-war, Eunice Inácio has been developing and implementing peace building programmes for Development Workshop since 2000.

For the past thirty years, Mrs Inacio, a true humanitarian, has been contributing to improving Angola’s social infrastructure though her work with various non-government and governmental organizations includes Save the Children UK, Ministry of Assistance and Social Reintegration (Huambo) and Ministry of Social Welfare and Reintegration (Bie). Her participation in various international conferences on the issues of peace and conflict has positioned her as one of the leaders in the field.

Currently, Mrs. Inacio leads the Peace Building & Citizenship sector at DW, devising innovative regional approaches to increase adult literacy, encourage participative planning, and prepare citizens for elections.

 

DW Representative, Huambo
With over ten years of professional experience and training in the field of law and research, Mr. Pacheco Ilinga brings to Development Workshop his expertise in the sector of land tenure planning and urban poverty research.

Mr. Ilinga joined Development Workshop in 2001. He is currently the DW representative in Huambo province and leads programmes on land tenure and management.

In the past 7 years, Mr. Ilinga has played a key role in designing effective post-conflict land policies and has become an expert on Angolan legislation.

Rolando Villanueva is Development Workshop’s senior expert on Microfinance. A certified public accountant, Mr. Rolando Villanueva, hosts an extensive knowledge in the field of microfinance. His expertise includes financial management and consulting, microfinance organization development, management, and training, and financial research and analysis.

His vast experience and education include Harvard Kennedy School of Government, microfinance training programs in Italy and the Philippines, positions with Punla Foundation (Philippines), and Chief Economic Development Specialist at the Philippine National Bank.

Mr. Villanueva joined Development Workshop in 2004 as an advisor to the organization’s microfinance sector, and is currently the CEO of KixiCredito,  Angola’s first Microfinance Institution (MFI).
 

Trained in the field of research and policy, Azancoth Ventura has accumulated a wealth of knowledge and practice. His experience ranges from local government decentralisation to the country’s dominant informal market.

Mr. Ventura has implemented successful research programs across several Angolan provinces and has applied his training in participative planning, human rights, human resources, conflict resolution and microfinance to Development Workshop‘s programmes in Luanda, Huambo and Lunda Norte.  His participation as an international observer at the elections in Mozambique, and his extensive experience in post-war Angola, have also prepared him for the country’s impending elections and critical role of civic society.

Mr. Ventura graduated with a degree in Law from Universidade Católica de Angola and successfully completed a training in knowledge based services  (research, information management, information production , budgeting, etc.) from Heriot-Watt University, Edinburgh – United Kingdom

 

Manager, Angonet
With over 20 years in the Information Technology (IT) sector, Maria Olívia Augusto has worked within the non profit world for agencies such as Save the Children, UNICEF, CARE International, and Development Workshop, among others.

Her vast experience includes project management and financial planning, sector training, configuration and installation of communications software, and statistics technician. Her familiarity with the Angolan IT market and extensive course knowledge in innovative computer/internet technologies make her a valuable member of the DW staff.

 

Katuzolo Sanza Paulina is an urban geographer and received degrees from Universidade da Republica do Democrática do Congo “Institut Superieur Pedagagogique de la Gombe” – Kinshasa, and Universidade Agostinho Neto “Instituto Superior Pedagógico de Ciências de Educação.

With over 26 years of experience in Angola’s development sector, Ms. Katuzolo Paulina is one of the leading experts on GIS (Geographic Information Systems). She helped implement Development Workshop’s  program to initially assess environmental risk factors in post-conflict Luanda. Today, her team develops impactful socioeconomic profiles at the provincial and municipal levels, and conducts research across several projects, including Luanda Urban Poverty Programme and Municipal Development Programme.

Ms. Paulina has worked with the Angolan Ministry of Planning, the Institute for Territorial Planning and conducted seminars on land and environment issues.
 

Mary Daly is a medical doctor and community health specialist and has been a member of Development Workshop for more than 15 years. She was  Deputy Director of Development Workshop Angola until 2001 and continues to consult  on community development, program monitoring and evaluation issues.

Her extensive management, leadership and negotiation experience in Angola includes work experience with DW, Christian Children’s Fund, and as a clinical pediatrician. Her strong record of designing and setting up creative projects in high risk environments, as well as her language competence in English, Portuguese and French, have led to the development of various financed research programs including, Breaking the Silence; Girls Abducted in Conflict in Angola, Beneficiary Assessment in the area of water and sanitation in the peri-urban Luanda, and Children Affected by Conflict in Angola: Qualitative and Quantitative Research.

Since 1981, Dr. Daly has been engaged in social development programmes in Angola. In addition to her work experience and formal training, has consulted for various healthcare and sanitation projects in Southern Africa including, “Evaluation of Low Cost Sanitation Programme in Lobito/Benguela” (SIDA), “Design of a District Primary Health Care Initiative” (Caritas Angola), and “Evaluation of District Health Care Project, Kwanza Norte” (Norwegian People’s Aid).

Dr. Daly resides in Luanda, Angola.

 

Paul Robson is DW’s senior researcher, advisor and trainer. He has worked within the African context for the past 35 years and has authored or co-authored over 20 publications. His extensive experience across Lusophone Africa have positioned him as an expert in the field and a valuable partner to Development Workshop in post-conflict Angola. His expertise includes planning and implementation of social research, monitoring and evaluating for development agencies (primarily in community development), and local governance. Mr. Robson is fluent in Portuguese.

Through his work with Development Workshop, for UNICEF, World Bank and Christian Children’s Fund International, among others, Mr. Robson has reviewed and evaluated projects across several development areas and managed research programs on topics ranging from participative community planning to the informal economic sector.

Mr. Robson shares his time between Luanda and London.
